Chief Minister's Public Grievance Redressal System

The Kerala Chief Minister's Office (CMO) portal is a public grievance redressal system. Launched to address public grievances in a very efficient manner, the website includes options such as submitting complaints, checking their status, finding charge officers, etc. It also includes dashboards for state services, grievance redressal, relief fund reports, and public testimonials for services. The portal aims to make citizen services more accessible and service-oriented.

Local Self-Government and Excise Minister's Grievance Redressal System.

This is a grievance redressal system that connects various levels of offices in the Local Self-Government and Excise departments. The online grievance redressal portal can be used to submit complaints related to these departments to the minister. The complainant will be notified of each move in the complaints through SMS.

Ombudsman for Local Self-Government Institutions

A mechanism for redressing administrative lapses, negligence, corruption etc. of the officers or the governing bodies of Grama Panchayats, Block Panchayats, District Panchayats, Municipalities and Corporations.

Complaints can be made by any person without the help of an intermediary before the Secretary of the Ombudsman, either in person or by registered/ordinary post. A duly filled Form 'A' (with a court fee stamp of Rs. 10) and copies of the complaint (number of opposing parties + two) should also be submitted along with the complaint written on white paper. The sittings of the Ombudsman are held at the office in Thiruvananthapuram and at the district headquarters in Ernakulam, Thrissur, Palakkad, Kozhikode and Kannur. No other fees shall be charged from the parties except the court fee stamp of Rs. 10. Any person concerned with the case may appear before the Ombudsman directly and without the assistance of a lawyer or other person and present his/her arguments and seek redress.

Tribunal for Local Self-Government Institutions

The function of the Tribunal for Local Self-Government Institutions is to consider and decide appeals and revisions against the decisions of the local self-government institutions. The Tribunal is also empowered to give its opinion on the representations received from the Government regarding the legality or validity of any decision of the local self-government institutions. In cases where an appeal is filed with the local self-government institutions and the decision is not taken within 60 days, it is sufficient to file a petition in the Tribunal within 90 days. The petition may be accompanied by a certified copy of the petition and the documents relating thereto, as many certified copies as there are opposing parties to the petition, either in person or by registered post. A fee of Rs. 50 may be paid along with the petition at the office of the Tribunal or by a DD payable at Thiruvananthapuram. A Legal Benefit Fund stamp of Rs. 100 shall also be affixed on the petition.
